double the deficiency at the 2d. rate. The Postmaster General
seos no insuperable objection, however, to refraining from
raising any charge pending the receipt of the despatch to which
you refer, provided of course that the Treasury agree with
Mr. Chamberlain as to the expediency of that concession.
On the other hand it will, in the Postmaster General's
opinion, be very difficult to withdraw from the public in
China using the British Post Offices a cheap rate which they
have already enjoyed for a month.
